Mr Milinda Rajapaksha

Milinda is a fellowship holder (Development Communication) of University of Miami, Florida and a graduate specializing in Business management & finance. He recently obtained his MBA from University of Edinburgh Napier. Milinda is highly trained on Political Advocacy in Washington DC and the Amsterdam. He has been actively involved in advocating sexual and reproductive rights of youth since 2003 when he was selected as a Youth Member of the Youth Technical Advisory Panel of the Family Planning Association. Since then he has been representing Sri Lankan youth on various forums. Given below are some of the key meetings he has participated in/ presentations he has done internationally and various positions he held as a Youth Advocate and Public Servant.
He has attended several international conferences in USA, UK, Mexico, Brazil, Thailand, China, Malaysia, Indonesia, Philippine, Switzerland, the Netherlands, Maldives, India, Nepal, Bangladesh, Bhutan, Pakistan, Russia, Singapore, Afghanistan, South Africa, Mali and Iran. He also attended the UN General Assembly 3 times, headed by then President Mahinda Rajapaksa and UN high level meetings and special assemblies 8 times.
Milinda was employed as a Regional Youth Coordinator for the International Planned Parenthood Federation's South Asia Regional Office. Under his purview were the 9 countries in the region ( http://www.ippfsar.org). He also worked as a Policy Advisor for two years at the United Nations Development Programme (UNDP) Asia and Pacific Regional centre before joining the IPPF. http://www.asia-pacific.undp.org/
He worked extensively with PANOS South Asia to promote Sexual Reproductive Health and Rights and HIV amongst journalists. He also founded Youth LEAD, Asia Pacific Network of Young Key Affected Populations in Asia and the Pacific based in Bangkok. http://youth-lead.org. He Chaired Youth LEAD for 2 years and represented the movement in a number of high level UN and Inter governmental meetings. He has engaged in a number of UN negotiations and political Advocacy in New York as a civil society representative and later as a government delegate.
From 2012 to 2015 he served as Working Director of National Youth Services Council, Ministry of Youth Affairs and Skills Development of Sri Lanka. http://nysc.lk/ . As the youngest Working Director in the history of the Ministry, Milinda managed more than 2500 employees across the country. He also led the Global process towards world youth conference 2014 as Co-Chair of the International Youth Task Force with European Youth Forum and coordinated CHOGM Youth Forum in 2013. www.wcy2014.com
He was awarded as “World Best Youth Advocate for SRHR” in 2010 by IPPF and Lord Council of UK at Halam Hall in London. Currently he is employed at Triad (pvt) Ltd as Director Creative Strategy where he bridges creative work, strategy with branding. He has some of the biggest local brands such as Mobitel, Holcim, Keells, Ericson and Laugfs under his belt. He is also advising a few regional NGO’s on design thinking.
